You are correct that the bulk of the article is refering to a standard underwater scooter. On the rescue side, they may be referencing a DPV such as the Hollis  H-160 which produces 60lbs of thrust over the Aeris Voyager, which produces 50lbs of thrust. It's possible that manufactures have a limited line of DPVs for rescue agencies. Something to research...thank you! If we find out anything, we'll follow back up with you.</description>
